Croydon Council Publishes Updated Financial Strategy: Focus on Early Intervention

Croydon Council has published its updated Financial Strategy, with a stated focus on early intervention to manage demand in its highest-cost services. The strategy, due for discussion at the Council's Cabinet meeting on 29 July, outlines the Council's approach to achieving long-term financial stability while supporting the Executive Mayor's priorities for residents.

Emphasis on Demand Management

While transformation and efficiency remain key objectives, the strategy places a greater emphasis on managing demand within services such as adult and children’s social care, temporary accommodation, and special educational needs and disabilities (SEND). The Council aims to improve outcomes for residents by providing earlier support, thereby reducing the need for more intensive interventions later. This approach is intended to alleviate pressure on services and reduce overall costs. Examples cited include enabling older residents to maintain independence in their homes for longer and supporting individuals before their needs become more complex. The report details the costs associated with these services and outlines the Council's plans to mitigate these pressures and enhance resident outcomes.

Executive Mayor Jason Perry stated, "Returning the Council to financial stability remains my key priority. This strategy sets out the next phase of that work. Whilst transformation and efficiency remain important, we also need to address the demand pressures we see across some of our highest-cost services. Prevention is critical. By supporting residents earlier and reducing the need for more intensive interventions, we can improve outcomes for residents while making the best use of public money." He added that this approach aligns with the delivery principles set out in his first 100-day plan and supports aspirations in his new Executive Mayor Business Plan, aiming to ensure sustainable service delivery.

The Council has been working closely with Commissioners appointed by the Ministry of Housing, Communities and Local Government, who have been involved in the report's development. Residents can access the full report and details of the Cabinet meeting online.
