Croydon Council backs new law to shield young people from smoking and vaping harms

Croydon Council has welcomed the new Tobacco and Vapes Bill, a landmark piece of legislation aimed at protecting children and young people in the borough from the harms associated with tobacco and vaping. The new law will make it illegal to sell tobacco products to anyone born on or after 1 January 2009, a move intended to prevent future generations from becoming addicted.

Tackling the Cycle of Addiction

The legislation is described as one of the most significant public health reforms in generations. Smoking remains the leading cause of preventable illness and death in the UK, and within Croydon, it is identified as a driver of health inequalities, contributing to family poverty and harming young people. The Council's existing stop smoking service, Live Well Croydon, provides free, personalised support to borough residents, and this campaign will be bolstered by the new law.

Addressing Youth Vaping Concerns

Beyond tobacco, the new law also targets the growing challenge of youth vaping. Measures will be introduced to ban the advertising and sponsorship of vapes and nicotine products. Furthermore, restrictions will be placed on their packaging, branding, and in-store displays, specifically to prevent them from appealing to children. These changes aim to safeguard future generations from nicotine addiction, while ensuring that vapes remain accessible as a quitting tool for adult smokers. The act also empowers authorities to strengthen smoke-free areas in public spaces, offering greater protection from second-hand smoke for children and vulnerable individuals.

Ruth Hutchinson, Director of Public Health at Croydon Council, stated that the legislation has the potential to save lives by preventing future generations from purchasing cigarettes. She also expressed strong support for the restrictions on advertising vapes to young people, noting it as a significant concern for many Croydon residents. Hutchinson encouraged current smokers to seek support through the Live Well Croydon service, highlighting that individuals are up to four times more likely to quit successfully with the right assistance.

Residents in Croydon are also being encouraged to participate in a government consultation on smoke-free, heated tobacco-free, and vape-free public places, with responses accepted until 11:59pm on 8 May 2026.
